On November 22nd 2010, the ‘Lobby for Water Security in Israel’ was launched at the Knesset, attracting parliamentarians, water experts, activists and concerned residents from all over the country. The inauguration of the lobby coincides with the Israeli Cabinet deliberating on an emergency plan offering a range of solutions for the water deficit as a consequence of the ongoing drought. The Lobby, headed by MK Yoel Hasson (Kadima party), aims to raise awareness regarding the water crisis and to encourage wise investments in the development of water resources, as well as regional cooperation on shared waters. The lobby’s ultimate goal is to ensure the quantity and quality of water in Israel.
Representatives of TAP resident groups from Beit Shean, Baka Al-Gharbiya, Emek Hefer, Tsur Hadassah and Tamar attended the Lobby’s inaugural ceremony and also met separately with four Knesset Members to discuss their communities’ water problems. In addition, two residents spoke at the lobby’s general meeting about water issues and their cooperation with TAP neighboring communities in Palestine and Jordan.
The MKs present at the event (Daniel Ben Simon, Orit Zoaretz, Nitsan Horowitz, Nino Absadze) spoke of the need for a Water Security Lobby in Israel. Former Deputy Water Commissioner Shaul Arlozorov and Director General of the Israeli Water Authority Prof. Uri Shani mentioned the growing gap between consumption levels and supply of natural water in the country. All agreed that there is not one solution to the problem of the water sector, rather, a mixture of economic incentives (higher water prices) and awareness-raising among the Israeli public is necessary. The important role of the public was emphasized, looking at examples of other regions, such as Australia and California, where the lack of water has led to water conservation policies actively involving households. In addition, some experts supported desalination of sea water as a major measure to combat Israel’s water shortage. According to FoEME, the desalination option should be considered in relation to its environmental costs and must be taken into consideration only in combination with government investments in more cost-effective and environmentally friendly measures, as described in a recent publication.
Launching the Lobby for Water Security is a step forward towards a more water secure future for Israel. The government and the people of Israel have a joint responsibility in this matter.

Upon invitation by FoEME, two 8th grade students from Ein Kerem school, Neta Daniel and Shir Paso, came to the opening ceremony of the Lobby as part of their school project in which they learn about water shortage. Their impression of the day is written below.
ביום שני 22.11 הוזמנו נציגי כיתה ח‘1 והמורה ציפי דהן מבית ספרנו להשתתף בפתיחת שדולה לביטחון המים בישראל בראשות ח“כ יואל חסון. את ההזמנה קיבלנו מידידי כדור הארץ שעוזרים לנו בפרויקט הלימודי שלנו השנה– מציאת מגוון פתרונות למצוקת המים בישראל בבית, בקמפוס ובקהילה.
בשדולה השתתפו חברי כנסת רבים ואנשים חשובים שעוסקים בנושא המים כגון, ח“כ ניצן הורוביץ, ח“כ נחמן שי, ח“כ שלמה מולא, פרופ‘ אורי שני– נציב רשות המים, יו“ר מקורות, ארגונים ירוקים ועוד.
מטרות השדולה הן:
השקעה בפיתוח מושכל של מקורות מים וקידום חוקים להבטחת איכות המים, הגברת ייעול השימוש וחיסכון במים.
גיבוש דרכים להבטחת משק המים הלאומי לרבות ניהול ביקושים וקידום שיתוף פעולה האזורי בתחום המים כמרכיב בביטחון הלאומי של ישראל.
בדיון דיברו על נושאים רבים שלמדנו והעמקנו בהם בכיתה כמו,
שימוש במים אפורים– יתרונות וחסרונות.
אקוויפר ההר.
אקוויפר החוף.
דילמה האם לייבש גינות כדי לחסוך במים? או האם להמשיך לגדל ולטפח גינות בעיר שהן הריאות הירוקות של העיר. (כ90% מכלל תושבי ישראל גרים בערים).
הבעייתיות שבמקורות המים המשותפים לישראל, לרשות הפלסטינית ולירדן.
עבורנו התלמידות זה היה הביקור הראשון בכנסת. התרגשנו מאוד מהאווירה, מהמקום, מהמעמד ומהאנשים.
